On December 23, 1969 an modification was made to the Canada’s Felony Code, permitting a provincial government to legally function lottery techniques. There have been debates in Ottawa and Quebec Metropolis in regards to the legality of this ‘voluntary tax’. Montreal’s mayor replied that it didn’t contravene the federal regulation.
